Are used cars cheaper in Raleigh NC or Philadelphia/Exton PA and other locations near by those cities?

I live in zip 27606 (Raleigh) in NC and I plan to move to 19341(Exton) in PA Are used cars cheaper in NC or PA near the zip codes mentioned above? I am looking for a decent car less than 7,000 dollars and the mileage would be around 50,000. I am short 4'11" so I want a car convenient for me so that I am able to adjust the seat properly and so the airbags will not be harmful when they are inflated.

Which place PA or NC would be cheaper to buy an SUV within the specified price and mileage range if that is possible? Automatic is a must and preferably 4 cylinders. There are a lot of nice Used Car Dealerships in and around the Philadelphia Area. If you are moving to PA I would recommend buying the car in PA so you can be close to the dealer of any problems arise.Are used cars cheaper in Raleigh NC or Philadelphia/Exton PA and other locations near by those cities?

You're better off buying in NC only because PA uses TONS of road salt that eats cars.... A NC car is probably going to be alot cleaner than a PA car. (I live in PA)
