What is the name of the email technology that identifies you by zip code and personalizes email by your city?

I have recently received several emails that were basically soliciting me to buy things from their websites. The initial concern I had is they were targeting me in my home town. How did they know it was me and where I lived? Rational thoughts prevailed, it must be some sort of cookie reader or base registration of some sort. Do the email sent today read the registered users zip code to customize the email to your city and if so what is it called and can you control this?? Your help is greatly appreciated.What is the name of the email technology that identifies you by zip code and personalizes email by your city?
When people receive unsolicited emails it's usually the result of spam or phishing. If you've ever ordered anything online, or if you simply input your zip code to find the location of your nearest Domino's Pizza, you're in a database somewheres. Many companies will sell their databases and it's a relatively easy programming task to sort those zip codes numerically.



Going one step further, every computer user has a unique IP address assigned to their computer. Again, it's a relatively simple task to find out the city and state of that specific computer and from there, to send bulk emails to all computers within that domain.

For a fee, anyone can buy mailing lists. Some companies will assist you by specifically pinpointing a target market and provide you with amazingly precise email lists to promote your business or product.
