Your question intrigued me, so I did a search and came up with these sites:

FIRST TECHNIQUE

You type in the city (such as London, England) and then how many miles you want the radius to be (25). Then you can zoom in on the map and find the cities. Not a great way to do it, but it's all I could find.

2ND TECHNIQUE:

Google these words (insert desired city name):
