The cities are only about 10 miles away from each other. Also the "city" that was written on the letter is only a couple houses by each other. So would the letter arrive at the correct destination?Would a letter with a wrong city but right zip code still be mailed to the correct address?

Unlikely. Zip code is not primary. The address is. One could write a wrong zip code but a wrong city is much less probable.
